  • Bills and administrative regulations:

Over three decades of experience in designing, drafting, negotiating and implementing constitutional and legal reforms, as well as regulatory instruments (decrees, agency regulation, etc.) in several areas of public law, such as finance, tax, budget and all administrative matters aimed to promote the participation and inclusion of the private sector in diverse economic activities.

  • Technical-legal promotion of projects in the legislative and/or executive powers:

We have negotiated 23 annual federal budgets and income laws before Congress, as well as over two decades in which we directly participated on passing or amending legislation in Congress, which in addition of needing solid legal knowledge, it requires negotiation skills and full grasp of political and social factors that impact the negotiation process and allow successful outcomes.

 

  • Regulatory improvement and training:

We participated in the complex deregulation process of 2010-2012, which resulted in the elimination of 40% of Federal regulation, significantly diminishing regulatory burden on private entities; we also participated in legal reforms to the public budget framework to expedite infrastructure projects and open bid processes, transparency in public works and procurement contracts through the COMPRANET public data system; simplification of the financial factoring through the allowance of direct finance of production chains by NAFIN.  Furthermore, we participated in the drafting of several laws aimed to reduce regulatory burden and transactional costs, such as the national law for regulatory improvement (Ley General de Mejora Regulatoria), the law regarding the use of electronic signatures (Ley de Firma Electrónica Avanzada) and several presidential decrees to create a one stop counter in open data issues.

 

As part of the service offered to our clients, we constantly monitor the CONAMER (Regulatory Improvement Authority) website to know the status and progress of various regulatory projects in different areas and we have been able to provide timely warnings about different risks that may arise. Likewise, we have been able to obtain the opinion of different authorities to modify certain regulatory projects in favor of our clients' interests as part of the public consultation process carried out by CONAMER.

  • Legislative and regulatory monitoring:

As part of the service provided to our clients, or as a specific separate service, DLG Abogados provides daily legislative and regulatory follow-up on all matters that may have an impact on their business. At the federal level, among others, we review the DOF (Official Gazette), Parliamentary Gazettes, CONAMER (Regulatory Improvement Authority), PRODECON (Fiscal User Protection Authority), Judicial Bulletins. In addition, the Firm monitors in the 32 states of Mexico both Official Gazettes and Newspapers as well as the media.

 

This allows the Firm to alert and prevent innumerable risks to which clients may be subject. At the same time, this monitoring allows us to identify new business opportunities or new alternatives to carry out different activities.
