The emphasis of his professional career has been developed in the Treasury Secretariat in public finance, tax and financial sectors where he has deepened their  knowledge in constitutional, administrative, fiscal, budgetary and international law.

• Fiscal and Administrative Litigation

Achieving a success rate in constitutional law litigation and tax administration of 87% in  2017 within a portfolio of 93 thousand amparos and in criminal proceedings in tax and financial matters  with a success rate of 81%. Other successful litigation proceedings like sugar mills expropriations; Luz y Fuerza del Centro (liquidation of the electricity State-owned enterprise) and constitutional controversies.

• Legal Reforms

stock market and miscellaneous mercantile law, antitrust law, abbreviated contentious administrative proceedings, law of public-private partnership, FINTECH law, special economic zones law, hydrocarbons & energy laws.

• Public finance and federalism

negotiated 20 economic packages (Income Law, Budget, Expenditures and Tax Miscellany); reforms for the institutional framework for: Budget and Fiscal Responsibility, Fiscal Coordination, Public Debt, Financial Discipline, among others. Legal advise for the design and execution of public policies to federal, state and municipal governments and entities. Legal support to resolve conflicts between levels of governments.

• Management, Transparency & Accountability

Reforms and institutional designs for  Results-based Budget (RbB) and Performance Evaluation Systems (PES), governmental accounting and transparency; focalization processes; anti-corruption frameworks and administrative responsibility law.

In the public-private interaction and the quotidian practice of the public sector: strategic solutions (PPP Querétaro –Irapuato infrastructure); energy contracts;  mergers, acquisition's and dissolutions of enterprises (Banrural y Financiera Rural)  (Sugar mills), Public debt, securitized instruments (trusts) (Escuelas al Cien).

Corporative governments of Productive State Enterprises (Pemex-CFE), Council of Accounting Harmonization (CONAC), anti-corruption system, inter-secretarial commissions.

Negotiations and forums at: UNO, OECD, WB, IDB, HRC-UNO, UNODC, FATF and Council of Europe. Has also coordinated litigation at international courts and forums (Deepwater Horizon case, courts of Louisiana, diplomatic immunities, courts of Texas), in the Inter-American system at the Commission and Court of Human Rights, and at the International Criminal Court (ICC) at the Hague, as well as negotiations of trade treaties and  agreements (T-MEC, USMCA 2.0, TPP, Pacific Alliance, UNO conventions and treaties, and international criminal extradition processes.
